Prospective Contractors
In June 2005, the Rio School District Board of Education authorized the District’s participation in the California Uniform Public Construction Contract Program. As a condition of bidding, and in accordance with the provisions of section 22034 of the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and Rio School District Board Policy 3311, prospective contractors (bidders) on projects with an estimated cost of between $15,000 and $175,000.00 are required to complete and submit the application below:

Contractor Construction Prequalifications
The purpose of competitive bidding is to ensure fairness, efficiency, and security in the construction of public facilities . Competitive bidding statutes were enacted for the benefit and protection of the public and not for the benefit of the bidders.
Pre-Qualification (Pub. Cont. Code 20111.6)
In order to comply with Assembly Bill (AB) 1565 that went into effect January 1, 2014, the District now requires contractors to comply with the requirements below. Specifically, the bill requires a school district with ADA over 2,500 to prequalify bidders for construction contracts awarded on or after January 1, 2014 if (1) the contract value is $1,000,000 or more, and (2) the project is funded, in whole or in part, with State bond funds. In addition, the prequalification forms used by the district must cover, at a minimum, the issues covered by the model forms developed by the California Department of Industrial Relations ("DIR").
The required prequalification applies to the following license numbers:
- General Contractors (A and B)
- Mechanical, Electrical, and Plumbing subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
The Rio School District has contracted with Colbi Technologies to provide a web-based process for prequalification. QualityBidders is a web-based online application that is fast, simple, safe and easy to use.
To get started, please visit Quality Bidders, and follow the Contractor Instructions for creating an account. After creating an account, you will be able to complete the prequalification application and submit it on-line. Once you have been approved, you will receive an email indicating your approval, expiration date, and limit.
The District must receive applications at least ten (10) business days prior to the scheduled bid opening on any advertised project in order for the candidate to qualify for that project. Prequalification approval will remain valid for one (1) calendar year from the date of notice of qualification except as noted in the prequalification documents.
Furthermore, a contractor is required to possess one or more of the aforementioned State of California Contractor Licenses, which must remain active and in good standing throughout the term of the contractor’s prequalification or the term of any awarded contract, whichever is longer. In addition, a contractor is required to be registered as a public works contractor with the Department of Industrial Relations.
For all work performed on District projects, contractors shall pay all workers not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to section 1770 et seq. of the California Labor Code.
Prequalification Packages submitted by contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent provided by law. The contents, however, may be disclosed to third parties for purposes of verification, or investigation of substantial allegations, or in the appeal process. State law requires that the names of contractors applying for prequalification status shall be public records subject to disclosure.
A contractor may be denied prequalification status for either omission of requested information or falsification of information.
